Number of Black people shot in Chicago - Race Comparison

In a Yale study 2015 that for every 100,000 people:
One white person will be shot, 28 Latinos and 138 blacks. For every white man killed 138 blacks are killed.

That is such a disparity that makes you wonder if some part of that must be genetic. We can talk about everything but that. What are people hiding? A self-evident truth?
I doubt it can be proven one way or the other decisively. That does leave the question open.
